Maxine S. Scarbro, forty—second international president of the General Federation of Women's Clubs, 1998—2000. Maxine developed the "Community Improvement Program: A Rainbow of Service," a special project that she believed embodied "the very essence of club work" serving as "a guide to making your city or town a better place in which to live."
